The White House has accused the Democrats of hiring civilians for irresponsible demands.
White House spokesman Sarah Sanders said: "National security, military families, victimized children, and our country's ability to serve all Americans have their own politics."
Democratic Senate chairman Chuck Schumper has said that President Trump rejected two-party compromise agreements and did not pressure his party in parliament.
Last time, the state of affairs of this kind took place in 16 days in 2013.
The delegates recorded 230 votes and 197 against the vote to extend funding until next month. But the bill was defeated in the Senate by over 50 votes and 49 votes support.
Five opposition members of the opposition Democrat party voted in favor of the bill, breaking their team, but five members of the Trump Party voted against it.
If the parliament does not allocate funds, many government offices will be closed under US law to close the state companies.
National parks and monuments can be closed.
However, the essential services will continue to operate. National security, postal services, air traffic control, medical service, prisons, taxation and electricity generation will continue to operate.
Chancellor Trump was unhappy a few hours before the referendum.
Chancellor Chuck Schumacher, chairman of the Democrat Senate, invited Trump to the White House for the last stage negotiations. But they could not come to an end.
