The towns of Dubbo and Biyagoa were badly damaged and many houses were scattered by rocks. The wind, with a speed of up to 80 kilometers, is now centered on the southern tip of the region of Palawan before moving over to Midanova.
Despite severe tropical storms attacking the Philippines, the island of Mindanao is not often affected.
Dabboot police officer Gary Barami said that at least 19 people died in Tempin's storm in the city.
"Most of the houses were beaten by the increase in river water, and the village was missing," he said.
There have been more deaths in the cities of Chipko and Zalak.
Problems with electrical disconnection and communications have been shredded in rescue operations.
Last week, dozens died in storming the Kai-Tak storm in the central part of the Philippines.
